في صباح يوم ما في سنة ١٨٣٤م منذ ما يقترب من ٢٠٠ عام قرر مجموعة من بائعي السمك التجمع على شكل دائرة ليبيع و يقايض كلًا منهم ما يصطادونه من البحر و كانوا يقفون بهذا الشكل حتى يحكموا الدائرة حول الزبون فلا يغادر إلا و يشتري من أحدهم ؛ و تتابعت الأيام حتى أصدر والي مصر آنذاك قرار بتأسيس حلقة السمك بهدف تجميع التجار و الصيادين في مكان واحد لضمان عدم تأذي سكان المنطقة من رائحة السمك وذلك المكان الذي يجمع أصحاب تلك المهنة التي تحتاج ما يكفي من الصبر لمزاولتها يوجد في منطقة بحري خاصة في الأنفوشي ، و أستمر الأمر قرابة نصف قرن حتى تحول موقع حلقة السمك مثل ما يشبه الثكنة العسكرية لقوات الإحتلال البريطاني خلال فترة الحرب العالمية الأولى لوجود الحلقة بالقرب من ميناء الإسكندرية إلا أن نشاط بيع الأسماك لم يتوقف خلال تلك الفترة واستمر الصيادون في تجمعهم يوميًا لبيع السمك لأهالي المنطقة وبعد خروج القوات البريطانية عاد تجار السمك و الصيادون إلى موطنهم في حلقة السمك يجتمعون مع مطلع كل فجر
تم إطلاق إشارة بدء مشروع التطوير بالحلقة منذ عام ٢٠٢١ ؛ يهدف المشروع إلى إعادة إحياء المبنى التراثي لحلقة السمك بما يتماشى مع قيمته التاريخية والأثرية و إنشاء مبنى سوق حضاري متكامل يضم جراچ بمسطح ٣٣٠٠ متر مربع و المشروع يشمل توسعة لحلقة السمك الحالية من خلال إنشاء مبني جديد بمساحة ٢٠٠٠ م على الأرض الفضاء المجاورة للحلقة ليتم نقل كافة الأنشطة التجارية من مـزادات الجملة والتجزئة إليه ، وكذلك ترميم المبنى التراثي، وإحلال وتجديد المبنى الملحق بالحلقة الحالية، ليكونا بمثابة الذراع الاستثماري للمشروع من خلال مجموعة من المطاعم ذات المستوى العالي، والتي تقدم خدمات متميزة تليـق والقيمـة التراثية وكذلك القيمة الاقتصادية الحقيقية للموقع، حيث سيضم ٢٣ محل بيع جملة، و ٢٨ محل بيع قطاعي، و ٩ محال بيع خارجية، و ٢ من المكاتب الإدارية، ومخازن.
لا تضم تلك الحلقة مصدر للتراث والتاريخ فقط بل شهدت على العديد من سنوات الكد و العمل لهؤلاء الصيادين و بائعي السمك الذي يفخر بهم كل من يراهم و شهد تاريخ توارث تلك المهنة التي هي علامة من علامات المناطق الساحلية مثل الإسكندرية .

One morning in 1834, nearly 200 years ago, a group of fishmongers decided to form a circle to buy and sell their catch. They stood in this way to create a tight circle around customers, ensuring that no one left without purchasing from one of them. As time passed, the governor of Egypt at the time issued a decree establishing the fish market. The aim was to gather merchants and fishermen in one place, thus preventing the local population from being bothered by the smell of fish. This place, which brought together those engaged in this profession requiring considerable patience, was located in the Bahari district, specifically in Anfoushi. This arrangement continued for nearly half a century until the site of the fish market was transformed into something resembling a military barracks for the British occupation forces during World War I, due to its proximity to the port of Alexandria. However, the fish trade never ceased during this period, and the fishermen continued to gather daily to sell their catch to the local people. After the British forces withdrew, the fishmongers and fishermen returned to their home at the fish market, meeting at dawn each day.
The development project for the market was launched in 2021. The project aims to revitalize the historic fish market building, preserving its historical and archaeological value, and to construct a modern, integrated market building with a 3,300-square-meter parking garage. The project also includes expanding the existing fish market by constructing a new 2,000-square-meter building on the adjacent vacant land. All commercial activities, from wholesale auctions to retail sales, will be relocated to this new building. Additionally, the project involves restoring the historic building and renovating the existing annex, which will serve as the project's investment arm. This will include a collection of high-end restaurants offering distinguished services befitting the market's heritage value and its true economic potential. The market will house 23 wholesale shops, 28 retail shops, 9 outdoor shops, 2 administrative offices, and storage facilities.
This fish market is not only a source of heritage and history, but it has also witnessed many years of hard work and dedication by the fishermen and fishmongers who inspire pride in all who see them. It is a testament to the long history of this profession, a hallmark of coastal areas like Alexandria.
