Alexandria Beaches 2026: A Developmental Vision to Restore the Visual Identity of the Bride of the Mediterranean

مقدمة: "الإسكندرية ليست مجرد مدينة ساحلية، هي تاريخ ممتد وعلاقة فريدة بين الإنسان والبحر. ولكن مع التحديات الحالية، أصبح من الضروري صياغة رؤية مستقبلية تدمج بين التكنولوجيا والاستدامة. بصفتي باحثاً في التنمية المستدامة وموثقاً لهوية
المدينة، أقدم لكم (رؤية 2026) لتطوير منظومة الشواطئ، وهي رؤية تقوم على خمسة محاور أساسية:"
تفاصيل الرؤية (المحاور الخمسة):
1. التحول الرقمي (الحجز الإلكتروني المسبق): "البداية تبدأ من القضاء على العشوائية عند المداخل. مقترح المنظومة الرقمية يهدف لتحويل حجز الشواطئ إلى تجربة 'فندقية' سلسة عبر تطبيق موحد. يضمن هذا النظام للمواطن مكانه مسبقاً، ويمنع التكدس، ويقضي تماماً على ظاهرة 'الفرض والإكراميات' غير القانونية."
2. الهوية البصرية (كود الزي والمظهر الحضاري): "استعادة رقي الإسكندرية يبدأ من توحيد المشهد البصري. نقترح 'Dress Code' ملائم يتناسب مع طبيعة الشواطئ العامة، بالإضافة إلى توحيد ألوان الشماسي والمقاعد والعلامات الإرشادية بهوية بصرية مستوحاة من ألوان البحر وسماء الإسكندرية، بعيداً عن ضوضاء الإعلانات العشوائية."
3. الرقابة الذكية (منظومة CCTV والتحليل الذكي): "الأمن هو الركيزة الأساسية لأي تطوير. الاعتماد على كاميرات مراقبة متقدمة مدعومة بتقنيات الذكاء الاصطناعي لا يهدف فقط للمراقبة، بل للكشف الاستباقي عن المخالفات، ومنع التحرش، وضمان أقصى درجات الأمان للعائلات والسياح على مدار الساعة."
4. الحوكمة والردع القانوني (الغرامات الفورية): "لا تطوير بدون انضباط. الرؤية تتضمن تفعيل لوائح صارمة للمخالفات البيئية والسلوكية، مع تطبيق نظام غرامات فورية يتم ربطه بالمنظومة الرقمية. الردع القانوني يضمن الحفاظ على مكتسبات التطوير ويمنع العودة للعشوائية."
5. الاستدامة البيئية (إدارة الكثافة والتوقيت): "الشاطئ كائن حي يحتاج للتنفس. من خلال إدارة ذكية لأوقات الذروة وتطبيق نظام 'السعة الاستيعابية القصوى'، نضمن تقليل التلوث البيئي. كما تركز الرؤية على استخدام مواد صديقة للبيئة (Recycled Materials) في جميع مرافق الشاطئ للحفاظ على التوازن البيئي البحري."
خاتمة المقال: "هذه الرؤية ليست مستحيلة، بل هي ضرورة ملحة إذا أردنا للإسكندرية أن تستعيد مكانتها كعروس للمتوسط ووجهة سياحية عالمية في 2026. التطوير يبدأ بقرار، ويستمر بالوعي، ويتحقق بالتكنولوجيا."

Introduction: "Alexandria is not just a coastal city; it is a city steeped in history and a unique relationship between people and the sea. However, with current challenges, it has become essential to formulate a future vision that integrates technology and sustainability. As a researcher in sustainable development and a documenter of the city's identity, I present to you (Vision 2026) for developing the beach system, a vision based on five key pillars:"
Details of the Vision (Five Pillars):
1. Digital Transformation (Advance Online Booking): "The starting point is eliminating the chaos at the entrances. The proposed digital system aims to transform beach booking into a seamless 'hotel-like' experience through a unified application. This system guarantees citizens their place in advance, prevents overcrowding, and completely eliminates the illegal phenomenon of 'extortion and tips'."
2. Visual Identity (Dress Code and Civilized Appearance): "Restoring Alexandria's elegance begins with unifying the visual landscape. We propose a suitable 'Dress Code' that aligns with the nature of public beaches, in addition to standardizing the colors of umbrellas, chairs, and signage with a visual identity inspired by the colors of the sea and the Alexandrian sky, far removed from the noise of haphazard advertising."
3. Smart Surveillance (CCTV System and Intelligent Analysis): "Security is the cornerstone of any development. Relying on advanced surveillance cameras supported by artificial intelligence technologies aims not only at monitoring but also at proactively detecting violations, preventing harassment, and ensuring the highest levels of safety for families and tourists around the clock."
4. Governance and Legal Deterrence (On-the-Jump Fines): "There can be no development without discipline. The vision includes activating strict regulations for environmental and behavioral violations, along with implementing an on-the-job fine system linked to the digital system. Legal deterrence ensures the preservation of development gains and prevents a return to haphazardness."
5. Environmental Sustainability (Density and Timing Management): "The beach is a living organism that needs to breathe. Through intelligent management of peak times and the implementation of a 'maximum capacity' system, we ensure the reduction of environmental pollution. The vision also focuses on using environmentally friendly (recycled materials) in all beach facilities to maintain the marine ecological balance."
Conclusion: "This vision is not impossible; rather, it is an urgent necessity if we want Alexandria to regain its status as the Bride of the Mediterranean and a global tourist destination by 2026. Development begins with a decision, continues with awareness, and is achieved through technology."
