تم بناء فندق سيسيل عام ١٩٢٩ من قِبل الثري الألماني "ألبرت متزجر" ، الذي أطلق عليه اسم "سيسيل" تيمنًا باسم ابنه.
تم تصميم الفندق من قِبل المعماري الإيطالي جوسيبي أليساندرو لوريا ، الذي ولد في المنصورة بمصر عام ١٨٨٨ ، حيث صممه على الطراز الفلورنسي الأنيق الذي يتميز باستخدام الأعمدة الرخامية والزخارف البارودية الأقواس واستخدام الألوان الفاتحة مثل الأبيض والأصفر.
كان فندق سيسيل أحد أفخم الفنادق في الإسكندرية خلال القرن العشرين، وكان يجذب العديد من المشاهير والشخصيات البارزة من جميع أنحاء العالم. من بين أشهر الضيوف الذين أقاموا في الفندق:

تم تأميم الفندق في العام ١٩٥٢، وفي ١٩٧٨ حاول ملاك الفندق القدامى استرداده عبر قضية رفعت أمام المحاكم المصرية، إلا أنهم خسروا القضية. وفي نوفمبر ٢٠٠٧ قال رئيس الشركة القابضة للسياحة والفنادق والسينما بأنه تم التوصل إلي تسوية نهائية مع ورثة ملاكه الأصليين وسداد ثمنه بالكامل. وتم إسناد الفندق لإدارة شركة سوفيتيل العالمية الفرنسية للفنادق، وصار اسمه الرسمي "Sofitel Cecil Alexandria" «فندق سوفيتيل سيسيل الأسكندرية». وفي وقت لاحق انتقلت إدارة الفندق لشركة شتاينبرجر وتغير اسمه إلى شتايجنبرجر سيسل الإسكندرية.

Cecil Hotel
The Cecil Hotel was built in 1929 by the wealthy German businessman Albert Metzger, who named it after his son.
The hotel was designed by the Italian architect Giuseppe Alessandro Loria, who was born in Mansoura, Egypt in 1888. He designed it in the elegant Florentine style, characterized by marble columns, baroque decorations, arches, and light colors such as white and yellow.
The Cecil Hotel was one of the most luxurious hotels in Alexandria during the 20th century and attracted many celebrities and prominent figures from around the world. Among its most famous guests were:

Queen Elizabeth II of Great Britain
Princess Margaret, Duchess of Norfolk
Agatha Christie
Marilyn Monroe
Frank Sinatra
The hotel was nationalized in 1952. In 1978, the former owners attempted to reclaim it through a lawsuit filed in Egyptian courts, but they lost the case. In November 2007, the head of the Holding Company for Tourism, Hotels, and Cinema announced that a final settlement had been reached with the heirs of the original owners and that the property had been fully paid for. The hotel was then entrusted to the management of the French hotel chain Sofitel, and its official name became "Sofitel Cecil Alexandria." Later, management of the hotel was transferred to Steigenberger Hotels, and its name was changed to Steigenberger Cecil Alexandria.
